I saw this card as being the commander at the head of a deck that either wanted to coerce sacrifices with cards like Cataclysmic Gearhulk, Balance, Cataclysm, Single Combat, or maybe punishing attackers with cards like Wing Shards or Blessed Alliance

Upgrades can make this deck very good, but without that refinement, it's a little hit-and-miss, so it can't quite crack the top half of this ranking

In the long run, you can dump big creatures for almost no cost
